SGA Bill Submission Form


SGA will begin accepting bill proposals for the 2019-20 academic year on September 16. The first bill discussions for Advisory Committee will be on Sept. 30 and Senate/General Assembly on Oct. 2.

SGA Bill Criteria

  • A direct connection to the student body must be evident, by a student representative of the bill
  • Must show evidence of lasting impact on campus be that within a club, the student body, or the school overall. The participating students should experience a benefit that will promote their individual growth
  • The bill must align with the missions of the requesting entity as well as that of Western
  • The purpose of the money must be an example of responsible spending

Bill Allocation & Voting Process:

  • SGA Executive Board will receive your bill and determine if SGA is the appropriate funding source or if it should be redirected to another entity on campus (e.g. Sustainability Fund, Program Council for events or the Undergraduate Research and Scholarly Activity Fund.)
  • An SGA Senator will be assigned to your application and will contact you within a week of your submission to begin writing your bill.
  • The Senator will submit a formal SGA Bill on your behalf to SGA's Advisory Committee. It is important that you (or another student associated with this bill) attend this meeting to answer questions.
  • After review and consideration, the SGA Advisory Committee will submit a recommendation to SGA Senate for full funding, amended partial funding or no funding.
  • Senate will meet for discussion and vote before the next SGA General Assembly (Wednesdays at 7 pm.). If the Senate votes in alignment with the Advisory Committee's vote, your bill process is concluded.
  • If the Senate is not in agreement with the Advisory Committee, the bill moves to SGA General Assembly for discussion and re-vote.
  • If the bill is fully or partially passed, SGA will arrange for a funds transfer to be made to your account.

Additional Sources of Funding:
  • SOURCE Fund (Western Fund for Scholarly Opportunities, Undergraduate Research, and Creative Expression):
    The purpose of SOURCE is to encourage research, scholarly inquiry, and creative activity by Western undergraduate students. This fund is administered by the Western Research Council (WRC), an advisory body including faculty and students charged by Academic Affairs to raise the profile of scholarly and creative activity at Western, to expand opportunities for undergraduate students in all academic disciplines to engage in original scholarship or exploration of creative expression, and to share their work with the Western community.  The WRC is particularly interested in encouraging and supporting student-faculty and student-staff collaboration in the scholarly enterprise in addition to student initiated projects of inquiry. Two categories of awards are available, Project Grants and Travel Grants. The Western Research Council (WRC) accepts grant applications in the fall and spring semester. Learn more
  • Program Council:
    If you are hosting an entertainment-related event, Program Council might be able to help. PC offers co-sponsorships in amounts up to $300. PC is also able to assist in the event planning process, with equipment and/or marketing and publicity. Learn more and apply for a PC Co-Sponsorship.
  • Sustainability Fund:
    The Sustainability Fund Committee is requesting proposals from students for projects that promote sustainability at Western Colorado University. The purpose of the Sustainability Fund is to provide Western students access to the financial resources to initiate projects that: 1) support Western’s use of more sustainable and renewable energy, 2) reduce unnecessary consumption of goods, 3) increase reuse of usable goods and recycling of materials, and 4) promote the ethical stewardship of all resources and land on Western's campus.
