July Statewide Liaison Council Meeting - O’Hayre informed the group that the Statewide Meeting that will be held in Gunnison will actually be on July 30 rather than in August. A block of about 20 rooms needs to be held for attendees, but the group acknowledged that it may be hard to reserve a block of rooms because July and early August is such a busy time for motels in Gunnison. Since Gary Pierson is the current President of the Chamber of Commerce, it was suggested we seek his help with the plans. Motels with conference rooms were discussed, but there is the feeling that it would be preferable to hold the actual meetings on campus so members from other areas could become acquainted with the Western Campus.
February Statewide Liaison Council Meeting - Czillinger reported on the recent Statewide Council meeting she attended in Pueblo. The biggest question regarding the stalled “opt-out” bill is the effect to PERA. She said that the feeling is that if Higher Education gets out of the classified system, Corrections will be next. Czillinger reported that Paul Farley from the State Personnel Department made a statement that all the colleges were against House Bill 1011 except Western State College because Western’s classified employees are not loyal to the college and could get jobs at the local drug store. During a break, Czillinger confronted Farley and informed him that he is speaking under a misconception he got during a meeting at Western.
Miller Hudson, a CAPE representative, explained that Senate Bill 7 does not pertain to Higher Education.
One change in the Civil Service Reform Bill which might affect employees has to do with bumping rights. An employee cannot bump until they are vested (five years in the system); and then can only bump into vacant positions. Another change has to do with temporary employees. A temporary employee will be able to work nine months out of any 12, instead of 6 months out of any 12 months.
Dowis express his appreciation to Czillinger for attending the meeting and representing the Western Classified Staff and to O’Hayre for her visibility through the listserve. He feels it is very important for the rest of the State to remember that Western exists and is dedicated to the success of Western. He suggested that we draft a formal statement to refute Paul Farley’s comments and post it to the Statewide Liaison Council listserve. O’Hayre will draft a statement and email it to members prior to posting.
Announcements - O’Hayre announced that there are 522 hours in the leave sharing bank. Three custodians have left, and two custodial positions have recently been filled.
The next Statewide meeting is scheduled for April 23 in Glenwood Springs.
Dowis moved to approve the minutes from both the December 2003 and January 2004 meetings. Czillinger seconded the motion and it passed unanimously.
