LIAISON COUNCIL OF CLASSIFIED EMPLOYEES

BY-LAWS

I. Membership
A. Membership shall be open to and limited to all Western State College Classified personnel.

B. The Council shall be comprised of fifteen (15) members. Ten (10) members of the Council will be elected at large by the Classified staff each year. The five with the most number of votes will serve a two-year term; the other five will serve a one-year term. (Of the fifteen-member Council, five will be serving two-year terms, five will be serving one-year terms, and five will serve the second year of their two-year terms.) Nominations shall be accepted from all Classified employees of Western State College. The names of all nominees who are willing to serve shall be placed on a ballot and one ballot sent to each Classified employee. Employees will each vote for ten persons, and the ten persons receiving the most votes will be elected to the Council.

C. Immediately following his/her election or appointment, a letter from the President or his/her designee shall be sent to the immediate supervisor of the Council member indicating the member's election to the Liaison Council and authorizing participation in Council and Committee functions. Time to perform Liaison Council functions is to be arranged with the immediate supervisor.

D. The process for nominations and elections will occur in a time period that will allow the new Council to be notified of election results and to begin their term of office on July 1.

E. The seat of any member of the Council shall become vacant upon death, permanent incapacity, member's resignation request, termination of service with the College, or three consecutive unexcused absences from regular meetings of the Council. If a Council member should miss three consecutive regular meetings without an excuse, a letter will be sent from the Council notifying the member of his/her dismissal from the Council and informing him/her of the right to petition to remain on the Council. If the member does not so petition, or in any of the above other listed circumstances, the person with the next highest votes from the last election will be given the opportunity to serve on the Council; in case of a tie, at least a quorum of the council shall vote to break the tie.

II. Officers
Officers shall be elected by the new Council at a meeting after the annual elections. The past chair shall reside and officers shall be elected as needed.

Every year a vice-chair is elected for a one-year term, and will automatically assume the chair position the following year. If the vice-chair's term is due to expire, his/her term will automatically be extended for another year.

a. Any employee of WSC shall have the right to submit suggestions to any member of the Council that would be of benefit to the College and its employees.

B. Quorum
A majority of the voting members shall constitute a quorum.
C. Types of Meetings
1. One regular meeting shall be held each month; the past Chair will schedule the first meeting. At the first meeting, meeting days and times will be scheduled for the coming year.
2. One additional meeting may be held each month if deemed necessary by a majority of the members.
3. Committee meetings shall be scheduled by the committee chair.

D. Committees
Committees shall be appointed by the Council chair and open to all Western State College Liaison Council members provided those persons inform the Council chair of their intent.

IV. Ratification
Ratification of the Constitution and By-Laws of the Western State College Liaison Council shall be by a two-thirds vote of eligible voting members.

V. Amendments
The By-Laws and Constitution may be amended at any regular Council meeting by a vote of two-thirds of the voting members of the Council. The proposed amendment shall have been submitted in writing and read at the preceding meeting of the Council; and, written notice shall have been given to all members at least 30 days in advance of the date when such an amendment is to be voted upon.
